I considered anti-seize on the threads, but why rely on something that might not work and leave me stranded when I can use plastic valve caps and never have to worry?

- There are Anti-Seize compounds available in Parts stores; have you tried any of them? They are usually used in assembly of engines, etc - sprayed or brushed on the threads of bolts and/or nuts when assembling. The coating prevents the seizing of metal parts.

Yes, but WD-40 doesn't work. The only thing that I've been able to do is to replace the valve stems. Sometimes those fancy valve stem caps weld themselves on so that it's impossible to remove them. Well, on a bench with a vise I got one off by ripping off the plating. I'll never use anything but plastic ever again.

This is actually the wrong forum for this question. This question was answered by a number of people on the car forum. Many people suggested spraying WD 40 on them. Makes sense too.
